Facilitating the hiring of third-country nationals in professions in short supply

The shortage of skilled workforce in Luxembourg is a serious problem for the country’s economy, affecting many sectors such as IT, healthcare, engineering, finance and business support, as well as certain professions in the construction industry.

The law of 7 August 2023, which came into force on 1 September 2023, intends to remedy this problem and support employers seeking skilled labor. It aims to simplify the hiring of third-country nationals for occupations in which there is a severe shortage.

In these circumstances, ADEM has recently published on its website a list of occupations in serious shortage (reference year 2022) applicable from 1 September 2023 (officially published in the Mémorial B of the Official Journal of the Grand Duchy of Luxembourg). The next list will be available in the first quarter of 2024. This list is based on companies’ declarations of vacancies to ADEM.

This initiative, discussed as part of the partnership between ADEM and UEL 2021-2023, is a step in the right direction, given that attracting talent is at the heart of UEL’s proposals for the 2023 elections.
