Governance 

Health and maternity insurance is managed by the National Health Fund (CNS), a public body responsible for organising and reimbursing healthcare in Luxembourg.

The CNS is governed by a board of directors, comprising delegates representing private-sector employees appointed by the Chamber of Employees (5), delegates from the public sector (3), delegates representing the self-employed appointed by the Chamber of Commerce (1), the Chamber of Trades (1) and the Chamber of Agriculture (1), as well as employer representatives appointed by the Chamber of Commerce and the Chamber of Trades (5). 

Funding and contributions

The system is funded primarily through contributions paid by insured persons, employers and the State. Expenditure on health and maternity insurance covers, in particular, benefits in kind (healthcare, medicines, hospitalisation) as well as cash benefits, such as allowances for incapacity for work or maternity. 

Role of UEL

UEL monitors developments in the health and maternity insurance system and contributes to discussions regarding its funding and sustainability for businesses.
