Le Luxembourg n\u2019e\u0301chappe pas a\u0300 cette re\u0301alite\u0301, d\u2019autant plus que l\u2019exceptionnelle croissance des actifs du passe\u0301 connue par le Luxembourg ces deux dernie\u0300res de\u0301cennies va progressivement se transformer en une exceptionnelle croissance des be\u0301ne\u0301ficiaires de pension. Opinion 1<\/strong><\/a><strong>)<\/strong><strong>. <\/strong><\/li>\n<li><strong>Le fait que le re\u0301gime luxembourgeois se trouve actuellement dans une situation financie\u0300re relativement favorable et qu\u2019il dispose d\u2019une re\u0301serve financie\u0300re enviable pourrait nous permettre d\u2019agir plus progressivement. <\/strong><\/li>\n<li><strong>Pour autant, en l\u2019absence de re\u0301forme, cette re\u0301serve devrait fondre et disparai\u0302tre au cours des 20 prochaines anne\u0301es. L<\/strong><strong>a r\u00e9serve sert d&rsquo;ailleurs avant tout \u00e0 g\u00e9rer des crises et non \u00e0 financer le syst\u00e8me pendant 20 ans jusqu&rsquo;\u00e0 ce qu&rsquo;il n&rsquo;en reste plus.<\/strong><strong>\u00a0<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a><\/strong><\/li>\n<\/ul>\n[\/vc_column_text][vc_column_text]Au vu de l\u2019ampleur du de\u0301fi qui se pre\u0301sente a\u0300 l\u2019horizon, il est donc urgent d\u2019agir avec ambition pour sauver le re\u0301gime ge\u0301ne\u0301ral d\u2019assurance pension et permettre a\u0300 ceux qui cotisent aujourd\u2019hui et demain de pouvoir, apre\u0300s-demain, \u00e9galement b\u00e9n\u00e9ficier d\u2019une pension de\u0301cente.<\/p>\n<p>L\u2019objectif attendu de la r\u00e9forme -qui devrait unir toutes les parties prenantes- notamment pour respecter le principe d\u2019\u00e9quit\u00e9 interg\u00e9n\u00e9rationnel- est de <strong>construire un syst\u00e8me de pension qui soit durable<\/strong>.[\/vc_column_text][divider line_type=\u00a0\u00bbFull Width Line\u00a0\u00bb line_thickness=\u00a0\u00bb1&Prime; divider_color=\u00a0\u00bbaccent-color\u00a0\u00bb][vc_column_text]L\u2019UEL <strong>soutient un premier pilier public<\/strong> <strong>ambitieux et \u00e9quitable<\/strong>, concourant \u00e0 l\u2019attractivit\u00e9 du Luxembourg et garant de la coh\u00e9sion sociale selon les 7 principes suivants :[\/vc_column_text][vc_column_text css=\u00a0\u00bb\u00a0\u00bb text_direction=\u00a0\u00bbdefault\u00a0\u00bb]\n<h3><span style=\"color: #d41126;\"><strong>1. AGIR SUR LE VOLET DES DEPENSES<\/strong><\/span><\/h3>\n[\/vc_column_text][divider line_type=\u00a0\u00bbSmall Line\u00a0\u00bb line_alignment=\u00a0\u00bbdefault\u00a0\u00bb line_thickness=\u00a0\u00bb1&Prime; divider_color=\u00a0\u00bbaccent-color\u00a0\u00bb][vc_column_text css=\u00a0\u00bb\u00a0\u00bb text_direction=\u00a0\u00bbdefault\u00a0\u00bb]Pour pe\u0301renniser un syste\u0300me par re\u0301partition, l\u2019e\u0301quation est simple : assurer a\u0300 tout moment, et donc aussi a\u0300 long terme, un e\u0301quilibre entre recettes (cotisations) et de\u0301penses (prestations de pension).<\/p>\n<p>Selon le Bilan technique 2022 de l\u2019IGSS, le cou\u0302t des pensions va &#8211; par rapport \u00e0 la richesse produite &#8211; plus que doubler d\u2019ici 2070, passant de 7,6% du PIB en 2020 a\u0300 15,7% du PIB en 2070 (et ce, alors que le PIB est par hypothe\u0300se cense\u0301 croi\u0302tre a\u0300 un rythme soutenu de 1,8% sur cette pe\u0301riode, soit un rythme structurellement optimiste bien supe\u0301rieur aux autres pays ).<\/p>\n<p>Puisque c\u2019est cette e\u0301volution attendue des de\u0301penses de pensions qui constitue la source de l\u2019insoutenabilite\u0301 du syste\u0300me, c\u2019est donc sur le <strong>volet des de\u0301penses<\/strong> qu\u2019il faut agir. <strong>Toute action sur le volet des recettes constituera malheureusement une \u00e9ternelle fuite en avant.<\/strong><span style=\"color: #4eb6f2;\"><strong><br \/>\n<\/strong><\/span>[\/vc_column_text][vc_column_text css=\u00a0\u00bb\u00a0\u00bb text_direction=\u00a0\u00bbdefault\u00a0\u00bb]\n<h3><span style=\"color: #4eb6f2;\"><strong><span style=\"color: #d41126;\">2. Sans des salaires attractifs, le Luxembourg ne parviendra plus a\u0300 attirer les compe\u0301tences ne\u0301cessaires a\u0300 son de\u0301veloppement (travailleurs immigre\u0301s et travailleurs frontaliers).<\/li>\n<li>Pre\u0301server la compe\u0301titivite\u0301-cou\u0302t des entreprises luxembourgeoises par rapport a\u0300 la concurrence internationale : des cotisations de pension relativement faibles en comparaison internationale (vu l&rsquo;importante fiscalisation du syst\u00e8me) permettent de maintenir le cou\u0302t du travail a\u0300 un niveau compe\u0301titif.<\/li>\n<li>Pre\u0301server le pouvoir d\u2019achat des salarie\u0301s : des cotisations de pensions relativement faibles permettent d\u2019offrir aux salarie\u0301s une re\u0301mune\u0301ration nette attractive en comparaison internationale.<\/li>\n<li>Eviter d\u2019obe\u0301rer d&rsquo;avantage les finances de l\u2019E\u0301tat : l\u2019E\u0301tat finance 8% des cotisations de pensions (soit environ 2,5 mia EUR en 2024), alors qu\u2019il fait face a\u0300 une situation elle-m\u00eame d\u00e9j\u00e0 d\u00e9ficitaire.<\/li>\n<li>Eviter d\u2019aggraver davantage l\u2019iniquite\u0301 interge\u0301ne\u0301rationnelle : une augmentation des cotisations signifierait que la de\u0301rive du syste\u0300me serait supporte\u0301e par les actifs et les jeunes alors que l\u2019e\u0301quilibre interge\u0301ne\u0301rationnel n\u2019est de\u0301ja\u0300 pas assure\u0301 a\u0300 leur e\u0301gard.<\/li>\n<\/ul>\n<p><strong>Pour les entreprises, augmenter le taux de cotisation signifierait donc une augmentation du cou\u0302t du travail, avec a\u0300 la clef une moindre possibilite\u0301 pour les entreprises de cre\u0301er de l\u2019emploi (alors m\u00eame qu\u2019une croissance soutenue de l\u2019emploi est ne\u0301cessaire pour financer le syste\u0300me de pension).<\/strong><\/p>\n<p><strong>Pour les salarie\u0301s, une hausse des cotisations induirait une baisse de leur revenu net, donc une baisse du pouvoir d\u2019achat. L\u2019UEL ne veut nullement diminuer le salaire re\u0301el des salarie\u0301s, ni voir le de\u0301ficit de l\u2019E\u0301tat se creuser davantage.<\/strong><\/p>\n<p><strong>Par ailleurs, l\u2019augmentation des cotisations de pension s\u2019ajouterait aussi a\u0300 de nombreux autres facteurs de cou\u0302ts qui pe\u0300sent de\u0301ja\u0300 sur les entreprises, qu\u2019il s\u2019agisse de l\u2019inflation, de l\u2019indexation automatique des salaires ou encore du rele\u0300vement constant du salaire social minimum.<\/strong>[\/vc_column_text][vc_column_text css=\u00a0\u00bb\u00a0\u00bb text_direction=\u00a0\u00bbdefault\u00a0\u00bb]\n<h3><span style=\"color: #4eb6f2;\"><strong><span style=\"color: #d41126;\">3. L\u2019UEL donne ici a\u0300 conside\u0301rer qu\u2019une telle ide\u0301e serait dangereuse puisque, pour les acteurs e\u0301trangers (talents, entreprises internationales, maisons-me\u0300res ou autres investisseurs), tout rele\u0300vement des cotisations sociales ou toute augmentation de la fiscalite\u0301 visant a\u0300 financer le re\u0301gime ge\u0301ne\u0301ral d\u2019assurance pension constituerait un tre\u0300s mauvais signal.<\/p>\n<p>Cela signifierait que toute de\u0301rive du re\u0301gime (or les de\u0301rives pre\u0301visibles sont \u00e0 terme conside\u0301rables) serait compense\u0301e par une perte de compe\u0301titivite\u0301, une augmentation du cou\u0302t du travail, une augmentation de la fiscalite\u0301, une perte de pouvoir d\u2019achat et un de\u0301ficit accru de l\u2019E\u0301tat. A\u0300 l\u2019inverse, une stabilite\u0301 des cotisations et du financement public constituerait un signal clair que le Grand-Duche\u0301 est un pays responsable, pre\u0301visible et stable, capable de faire les r\u00e9formes qui s&rsquo;imposent.<\/p>\n<p>En adoptant une re\u0301forme tant ambitieuse que courageuse, le Luxembourg arriverait ainsi a\u0300 garder la cre\u0301dibilite\u0301 du pays vis-a\u0300-vis des agences de notation (maintien du AAA) et des nombreuses Institutions internationales (Commission europe\u0301enne, FMI, OCDE&#8230;) qui exhortent le Luxembourg a\u0300 r\u00e9former son syst\u00e8me de pensions.<span style=\"color: #4eb6f2;\"><strong><br \/>\n<\/strong><\/span>[\/vc_column_text][vc_column_text css=\u00a0\u00bb\u00a0\u00bb text_direction=\u00a0\u00bbdefault\u00a0\u00bb]\n<h3><span style=\"color: #4eb6f2;\"><strong><span style=\"color: #d41126;\">4. Il s\u2019agit de sommes financ\u00e9es \u00ab \u00e0 d\u00e9couvert \u00bb par le syst\u00e8me obligatoire d\u2019assurance pension, et partant par la CNAP, et qui gr\u00e8vent son budget de mani\u00e8re indue ; toute prestation d\u2019un syst\u00e8me d\u2019assurance doit \u00eatre couverte par une cotisation pour lui \u00eatre opposable. Dans cette perspective, un abaissement du plafond cotisable pourrait re\u0301duire les cotisations a\u0300 la source, et donc les prestations a\u0300 la sortie.<\/p>\n<p>Dans une approche sociale et me\u0302me socie\u0301tale, l\u2019UEL pourrait conside\u0301rer, pour un me\u0302me niveau de cotisations et un m\u00eame plafond cotisable, une re\u0301duction des prestations de pension les plus hautes, pour veiller a\u0300 un degre\u0301 e\u0301leve\u0301 d\u2019acceptation par la masse des be\u0301ne\u0301ficiaires et cotisants et a\u0300 la pre\u0301servation des titulaires de petites pensions.<\/p>\n<p>C\u2019est dans cette perspective que s\u2019inscrit la proposition qui vise a\u0300 approfondir la re\u0301forme de 2012 et en particulier la re\u0301duction du taux de majoration proportionnelle.
