Les partenaires OGB-L, LCGB, UEL et INDR ont voulu, en partenariat avec l&rsquo;ADEM, proposer une approche pragmatique aux entreprises pour renforcer davantage l&rsquo;inclusion des personnes en situation de handicap dans le monde du travail. C&rsquo;\u00e9tait l&rsquo;objet de la conf\u00e9rence du 19 avril 2016 \u00e0 la Chambre de Commerce.[\/vc_column_text][vc_custom_heading text=\u00a0\u00bbPoint de d\u00e9part\u00a0\u00bb font_container=\u00a0\u00bbtag:h3|text_align:left\u00a0\u00bb use_theme_fonts=\u00a0\u00bbyes\u00a0\u00bb][vc_column_text]1.800 demandeurs d&#8217;emploi ayant le statut de Salari\u00e9 handicap\u00e9 sont inscrits \u00e0 l&rsquo;ADEM. Si le taux des demandeurs d&#8217;emploi continue \u00e0 la baisse, le nombre des demandeurs handicap\u00e9s n&rsquo;a cess\u00e9 d&rsquo;augmenter au cours des derni\u00e8res ann\u00e9es.<\/p>\n<p>Pour les partenaires, il s&rsquo;agit de multiplier les efforts envers les personnes en situation de handicap, au niveau de leur recrutement, de leur inclusion, de leur r\u00e9tribution, de leur formation, de leur carri\u00e8re professionnelle, de la gestion de leur retour et donc de leur employabilit\u00e9. En parall\u00e8le, il faut mieux informer les entreprises des d\u00e9marches administratives \u00e0 entreprendre pour inclure dans leurs \u00e9quipes des personnes portant un handicap plus ou moins lourd, leur offrir une chance d&rsquo;int\u00e9gration professionnelle par une formation, un stage ou un emploi ad\u00e9quat et contribuer ainsi \u00e0 leur autonomie.<\/p>\n<p>Du c\u00f4t\u00e9 de l&rsquo;ADEM, la r\u00e9forme s&rsquo;op\u00e8re aussi au niveau du service des salari\u00e9s handicap\u00e9s, pour lequel deux conseill\u00e8res employeurs ont \u00e9t\u00e9 embauch\u00e9es pour se d\u00e9dier exclusivement \u00e0 l&rsquo;insertion de personnes handicap\u00e9es et\/ou reclass\u00e9es. L&rsquo;ADEM a par ailleurs r\u00e9cemment lanc\u00e9 la plateforme JobBoard qui met en relation demandeurs d&#8217;emploi et entreprises sans son intervention directe.[\/vc_column_text][vc_custom_heading text=\u00a0\u00bbLe profil de comp\u00e9tences anonymis\u00e9, un document unique standardis\u00e9 pr\u00eat \u00e0 l&#8217;emploi\u00a0\u00bb font_container=\u00a0\u00bbtag:h3|text_align:left\u00a0\u00bb use_theme_fonts=\u00a0\u00bbyes\u00a0\u00bb][vc_column_text]Le profil de comp\u00e9tences d\u00e9velopp\u00e9 par les partenaires en collaboration avec l&rsquo;ADEM a pour objectif de renforcer l&#8217;employabilit\u00e9 des demandeurs d&#8217;emploi en situation de handicap. Gr\u00e2ce \u00e0 son anonymat, elle permet d&rsquo;en faire un outil destin\u00e9 \u00e0 surmonter les situations d&rsquo;\u00e9vitement, de rejet et d&rsquo;isolement que les personnes handicap\u00e9es peuvent subir lors de la recherche d&rsquo;un emploi.<\/p>\n<p>Une fois rempli, le formulaire peut \u00eatre plac\u00e9 sur le JobBoard de l&rsquo;ADEM. Le demandeur peut recourir \u00e0 l&rsquo;assistance des conseill\u00e8res en charge des salari\u00e9s \u00e0 capacit\u00e9 de travail r\u00e9duite et des salari\u00e9s handicap\u00e9s au service employeurs de l&rsquo;ADEM ou encore \u00e0 celle des partenaires OGB-L, LCGB et INDR.<\/p>\n<p>Dans une premi\u00e8re phase, le formulaire anonymis\u00e9 est r\u00e9serv\u00e9 aux demandeurs d&#8217;emploi ayant le statut de Salari\u00e9 handicap\u00e9, c&rsquo;est-\u00e0-dire pr\u00e9sentant une capacit\u00e9 de travail r\u00e9duite de trente pourcent et reconnus aptes \u00e0 travailler.<\/p>\n<p>Facile d&rsquo;utilisation, la fiche renseigne d&#8217;embl\u00e9e sur les comp\u00e9tences, le savoir-faire, l&rsquo;exp\u00e9rience et les formations du demandeur d&#8217;emploi. En effet, il a \u00e9t\u00e9 d\u00e9cid\u00e9 de se focaliser sur ce que le demandeur d\u2019emploi sait faire, plut\u00f4t que de mettre en avant ce qu\u2019il ne sait pas faire du fait de son handicap. Elle n&rsquo;informe pas sur les aspects en lien direct avec l&rsquo;identit\u00e9 et l&rsquo;\u00e9tat de sant\u00e9 du demandeur d&#8217;emploi. Elle comprend \u00e9galement un volet sur les am\u00e9nagements ou adaptations n\u00e9cessaires.<\/p>\n<p>Par ailleurs, pour renseigner au mieux l&#8217;employeur int\u00e9ress\u00e9 des aides \u00e0 l&#8217;embauche potentielles, le demandeur d&#8217;emploi est invit\u00e9 \u00e0 indiquer s&rsquo;il b\u00e9n\u00e9ficie \u00e9galement du statut de Salari\u00e9 reclass\u00e9, si une participation \u00e9tatique du salaire lui a d\u00e9j\u00e0 \u00e9t\u00e9 accord\u00e9e sur son dernier lieu de travail et quelles possibilit\u00e9s de mesures d&rsquo;insertion en entreprise pourraient \u00eatre accord\u00e9es par l&rsquo;ADEM. Pour leur part, les entreprises b\u00e9n\u00e9ficient ici d&rsquo;un document unique standardis\u00e9 qui leur fournit toutes les informations essentielles pour recruter un salari\u00e9 en situation de handicap. Trois annexes r\u00e9sumant les aides en lien avec le demandeur d&#8217;emploi compl\u00e8tent utilement ce volet du profil de comp\u00e9tences pour les entreprises et permettent de les sensibiliser \u00e0 utiliser ces moyens afin de donner une chance d&rsquo;int\u00e9gration professionnelle \u00e0 des salari\u00e9s \u00e0 capacit\u00e9 de travail r\u00e9duite.[\/vc_column_text][vc_custom_heading text=\u00a0\u00bbRetours d&rsquo;exp\u00e9riences\u00a0\u00bb font_container=\u00a0\u00bbtag:h3|text_align:left\u00a0\u00bb use_theme_fonts=\u00a0\u00bbyes\u00a0\u00bb][vc_column_text]Peu d\u2019entreprises \u00e0 ce jour ont une connaissance r\u00e9elle de ce qu\u2019est un handicap au-del\u00e0 de la d\u00e9finition l\u00e9gale (voir ci-dessus). Un panel d\u2019employeurs a ainsi \u00e9chang\u00e9 des exp\u00e9riences lors de la conf\u00e9rence. D&rsquo;un point de vue plus large, il existe quatre grandes cat\u00e9gories de handicap : le handicap physique, le handicap mental, le handicap sensoriel et le handicap psychique. A celles-ci s&rsquo;ajoutent les maladies invisibles, tel le diab\u00e8te, les maladies non reconnues comme le SIDA ou encore les maladies dues au vieillissement de la population qui sont handicapantes.<\/p>\n<p>Cette relative ignorance du probl\u00e8me g\u00e9n\u00e8re un certain nombre de craintes qu\u2019il convient de lever. Au niveau de l&rsquo;entreprise, l&rsquo;information et la communication sont essentielles pour \u00e9tablir un climat de confiance et un dialogue ouvert entre le management, le salari\u00e9 handicap\u00e9, le service de sant\u00e9 au travail et les \u00e9quipes int\u00e9grant le salari\u00e9. Par ailleurs, la formation du management \u00e0 la diversit\u00e9 valorise la pluralit\u00e9 des comp\u00e9tences au sein de l&rsquo;entreprise.<\/p>\n<p>La pr\u00e9paration du retour d&rsquo;une personne longuement absente pour cause d&rsquo;un accident ou d&rsquo;une maladie est essentielle pour g\u00e9rer la r\u00e9insertion du salari\u00e9, qui a chang\u00e9. Ici, l&rsquo;intensit\u00e9 du maintien du lien entre l&rsquo;entreprise et le salari\u00e9 est \u00e0 \u00e9valuer \u00e0 sa juste valeur. A nouveau, il s&rsquo;agit de former les managers, les cadres, les chefs de services pour prendre le relais des RH. En cas de maladies chroniques invalidantes, l&rsquo;accompagnement par l&rsquo;entreprise du salari\u00e9 pendant les p\u00e9riodes de non travail pr\u00e9sente deux avantages : il permet d&rsquo;organiser au mieux le temps de travail et surtout, il donne un sens au travail du salari\u00e9, lequel per\u00e7oit son travail comme une th\u00e9rapie.[\/vc_column_text][vc_custom_heading text=\u00a0\u00bbBonne pratique\u00a0\u00bb font_container=\u00a0\u00bbtag:h3|text_align:left\u00a0\u00bb use_theme_fonts=\u00a0\u00bbyes\u00a0\u00bb][vc_column_text]En place depuis septembre 2012 pour r\u00e9pondre directement aux appelants, le \u00ab\u00a0Contact Center\u00a0\u00bb de l&rsquo;ADEM emploie exclusivement des personnes en situation de handicap. Outre les adaptations de poste de travail et certains am\u00e9nagements, l&rsquo;\u00e9quipe du Contact Center se g\u00e8re comme n&rsquo;importe quelle \u00e9quipe au sein d&rsquo;une entreprise. C&rsquo;est la performance qui compte, la capacit\u00e9 de r\u00e9ponse des salari\u00e9s.
