This unavailability is increasingly perceived as an obstacle to business development. <\/span><a href=\"https:\/\/www.cc.lu\/en\/all-information\/news\/detail\/barometre-de-leconomie-2\/2022\"><span data-contrast=\"none\">The Chamber of Commerce&#8217;s Economy Barometer<\/span><\/a><span data-contrast=\"auto\"> showed that 55% of Luxembourg companies consider the lack of qualified labour as the main challenge for their economic development in 2023, placing it at the top of the list of challenges. <\/span><a href=\"https:\/\/www.cdm.lu\/media\/Situation-Conjoncturelle-2e-trimestre.pdf\"><span data-contrast=\"none\">The Chamber of Trade&#8217;s business survey<\/span><\/a><span data-contrast=\"auto\"> indicated that in the second quarter of 2022, 70% of craft enterprises also confirmed a lack of personnel. Finally, the <\/span><a href=\"https:\/\/www.uel.lu\/en\/article\/first-employment-barometer-among-recruitment-agencies\/\"><span data-contrast=\"none\">first employment barometer<\/span><\/a><span data-contrast=\"auto\"> carried out by UEL in collaboration with fr2s among recruitment agencies confirmed that the current very tight employment market concerns all economic sectors.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To succeed in its digital and environmental transitions, Luxembourg will need employees trained in this perspective. However, these professions are already suffering from an aggravated shortage situation.<\/span><\/p>\n<p><span data-contrast=\"auto\">Luxembourg will also have to find talent to replace the growing number of people retiring. Currently 120,000 employees, or about 25% of the workforce, are 50 years old or older. While it is true that the shortage has never been greater in Luxembourg (and indeed affects all economic sectors and profiles), <\/span><b><span data-contrast=\"auto\">the scale of the situation is even greater in many other European countries<\/span><\/b><span data-contrast=\"auto\">. For example, <\/span><b><span data-contrast=\"auto\">as the graph below shows<\/span><\/b><span data-contrast=\"auto\">, the vacancy rate, the reference indicator in this respect, is lower in Luxembourg than the European average and almost half as high as in countries such as Germany, Belgium or the Netherlands.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span class=\"TextRun SCXW59088628 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW59088628 BCX4\">This reality also concerns all economic sectors. While other European countries are also facing a shortage of talent, looking for the same profiles and are adapting an incentive policy to attract them, we can only regret that <\/span><\/span><span class=\"TextRun SCXW4133662 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW4133662 BCX4\">the recruitment process for non-EU employees is subject to administrative formalities<\/span><\/span><span class=\"TextRun SCXW4133662 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW4133662 BCX4\"> that are disproportionate to the purpose (for more details, see <\/span><\/span><a class=\"Hyperlink SCXW4133662 BCX4\" href=\"https:\/\/fedil.lu\/en\/positions\/position-de-la-fedil-sur-lattrait-de-talents-venant-detats-tiers-a-lunion-europeenne-ue\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW4133662 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW4133662 BCX4\" data-ccp-charstyle=\"Hyperlink\">FEDIL&#8217;s Position on attracting talent from outside the European Union<\/span><\/span><\/a><span class=\"TextRun SCXW4133662 BCX4\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW4133662 BCX4\">).
