Diese Nichtverf\u00fcgbarkeit wird zunehmend als Hindernis f\u00fcr die Entwicklung von Unternehmen wahrgenommen. Das <a href=\"https:\/\/www.cc.lu\/toute-linformation\/actualites\/detail\/barometre-de-leconomie-2\/2022\" target=\"_blank\" rel=\"noopener\">Wirtschaftsbarometer<\/a> der Handelskammer ergab, dass 55% der luxemburgischen Unternehmen den Mangel an qualifizierten Arbeitskr\u00e4ften als die gr\u00f6\u00dfte Herausforderung f\u00fcr ihre wirtschaftliche Entwicklung im Jahr 2023 ansehen und ihn damit an die Spitze der Herausforderungen setzen. Die <a href=\"https:\/\/www.cdm.lu\/media\/Situation-Conjoncturelle-2e-trimestre.pdf\" target=\"_blank\" rel=\"noopener\">Konjunkturumfrage<\/a> der Handwerkskammer ergab, dass im zweiten Quartal 2022 70% der Handwerksbetriebe ebenfalls einen Personalmangel best\u00e4tigten. Schlie\u00dflich bekr\u00e4ftigte das erste <a href=\"https:\/\/www.uel.lu\/de\/artikel\/erstes-beschaeftigungsbarometer-von-personalvermittlungsagenturen\/\" target=\"_blank\" rel=\"noopener\">Besch\u00e4ftigungsbarometer<\/a> der UEL, das in Zusammenarbeit mit fr2s bei Personalvermittlungsagenturen durchgef\u00fchrt wurde, dass der derzeit sehr angespannte Arbeitsmarkt alle Wirtschaftssektoren betrifft.<\/p>\n<p>Um seinen digitalen und \u00f6kologischen Wandel erfolgreich zu gestalten, wird Luxemburg \u00fcber entsprechend ausgebildete Arbeitnehmer verf\u00fcgen m\u00fcssen. Diese Berufe leiden jedoch bereits unter einem versch\u00e4rften Mangel.<\/p>\n<p>Luxemburg wird dar\u00fcber hinaus Talente finden m\u00fcssen, um die steigende Zahl der in Rente gehenden Arbeitnehmer zu ersetzen. Derzeit sind 120.000 Arbeitnehmer, d. h. etwa 25 % der Besch\u00e4ftigten, 50 Jahre oder \u00e4lter. Obwohl es stimmt, dass der Mangel in Luxemburg noch nie so gro\u00df war (er betrifft im \u00dcbrigen alle Wirtschaftssektoren und Profile), ist das Ausma\u00df der Situation in vielen anderen europ\u00e4ischen L\u00e4ndern noch gr\u00f6\u00dfer. Wie die folgende Grafik zeigt, liegt die Quote der unbesetzten Stellen, die als Referenzindikator dient, in Luxemburg unter dem europ\u00e4ischen Durchschnitt und ist im Vergleich zu L\u00e4ndern wie Deutschland, Belgien oder den Niederlanden fast halb so hoch.<\/p>\n<p>Diese Tatsache betrifft auch alle Wirtschaftssektoren. W\u00e4hrend andere europ\u00e4ische L\u00e4nder ebenfalls mit einem Mangel an Talenten konfrontiert sind, nach denselben Profilen suchen und eine Anreizpolitik anwenden, um sie anzuziehen, k\u00f6nnen wir nur bedauern, dass der <strong>Prozess der Einstellung von Arbeitnehmern aus Nicht-EU-Staaten<\/strong> mit Verwaltungsformalit\u00e4ten verbunden ist, die in keinem Verh\u00e4ltnis zum angestrebten Ziel stehen (f\u00fcr weitere Einzelheiten <a href=\"https:\/\/fedil.lu\/fr\/positions\/position-de-la-fedil-sur-lattrait-de-talents-venant-detats-tiers-a-lunion-europeenne-ue\/#s-les-documents-demandes-pour-pouvoir-delivrer-lautorisation-de-travail\" target=\"_blank\" rel=\"noopener\">siehe Position der FEDIL \u00fcber die Anziehung von Talenten aus Drittstaaten der Europ\u00e4ischen Union<\/a>). Diese hat sich in den letzten Jahren verdreifacht und liegt heute bei rund 1.500 Stellen. Allein dieser Beruf erkl\u00e4rt somit mehr als 10 % aller bei der ADEM gemeldeten offenen Stellen. Wir k\u00f6nnten die <strong>Inflation der <em>Berichtspflichten<\/em> auch mit der stagnierenden Produktivit\u00e4t in Luxemburg korrelieren<\/strong>, die durch den j\u00fcngsten Bericht des Nationalen Produktivit\u00e4tsrats noch einmal best\u00e4tigt wird.<\/p>\n<p>Obwohl jede Ma\u00dfnahme oder jeder Urlaub f\u00fcr sich genommen positiv erscheinen mag, hat <strong>ihre Kumulierung schwerwiegende Auswirkungen auf Unternehmen und Wirtschaft<\/strong>.<\/p>\n<p>Mit 26 Tagen Erholungsurlaub pro Jahr (Artikel L. 233-4 des Arbeitsgesetzbuchs) und 11 Feiertagen pro Jahr (Artikel L. 232.2 des Arbeitsgesetzbuchs), also 37 Tagen pro Jahr, geh\u00f6rt Luxemburg zu den europ\u00e4ischen L\u00e4ndern mit den meisten nicht gearbeiteten Tagen. So geh\u00f6ren das Renteneintrittsalter (61 Jahre) und die Besch\u00e4ftigungsquote der 55- bis 64-J\u00e4hrigen (44 %) zu den niedrigsten in allen OECD-L\u00e4ndern. Die UEL bedauert diese Situation, die nicht nur im Hinblick auf die nat\u00fcrliche Alterung der Bev\u00f6lkerung und die langfristige Finanzierung der Renten unhaltbar ist, sondern auch zu einem Verlust der Wissensweitergabe zwischen den Generationen f\u00fchrt. Die UEL ruft daher alle an der sozio\u00f6konomischen Entwicklung Luxemburgs beteiligten Akteure dazu auf, den luxemburgischen Boden auf dem internationalen Arbeitsmarkt so attraktiv wie m\u00f6glich zu machen und jede ihrer Handlungen im Hinblick auf die Auswirkungen auf die Verf\u00fcgbarkeit von Arbeitskr\u00e4ften zu betrachten.
